Senior Environmental / Soil & Spoil Management Specialist
About the Role
We are seeking a Senior Environmental / Soil & Spoil Management Specialist to support a major rail infrastructure project in Canada. This is a long-term, site-based role focused on environmental compliance, soil management strategy, and coordination of earthworks activities across multiple contracts.
The successful candidate will play a key role in ensuring regulatory compliance, efficient material reuse, and effective oversight of contractor activities related to soil handling and disposal.
Key Responsibilities

Review and assess contractor submittals related to soil handling, spoil management, environmental protection, and earthworks execution

Oversee and coordinate soil movement between contracts to optimize reuse and minimize disposal

Monitor compliance with environmental approvals, permits, and project specifications

Conduct weekly field inspections and system audits to verify adherence to environmental and spoil management plans

Interface with regulators, including:

Preparation of quarterly environmental reports

Ongoing regulatory liaison

Final reporting and project close-out documentation

Identify environmental risks related to contaminated soils, groundwater interaction, and material classification

Provide technical guidance to project teams and contractors on best practices in soil and spoil management

Support issue resolution related to material reuse, disposal, and environmental compliance
Required Qualifications & Experience

Degree in Environmental Engineering, Geology, Environmental Science, Civil Engineering, or related discipline

10+ years of experience in environmental management, soil/spoil management, or earthworks oversight on major infrastructure projects

Strong understanding of soil classification, contaminated materials management, and beneficial reuse strategies

Experience reviewing contractor submittals and overseeing compliance on large civil or transit projects

Familiarity with environmental regulatory frameworks in Canada (or comparable jurisdictions)

Experience preparing regulatory reports and liaising directly with environmental authorities

Strong field presence with the ability to conduct inspections and audits
Preferred Experience

Experience on rail, highway, or large urban infrastructure projects

Background in contaminated land assessment and remediation

Knowledge of material tracking systems and documentation control processes
