Chief Expert – Telecommunications Systems – High-Speed Rail

Key Responsibilities

• Lead the overall strategy, design, and delivery of telecommunications systems across the high-speed rail project
• Oversee the integration of telecom systems with signalling, control, and operational systems
• Ensure compliance with international standards, specifications, and best practices
• Manage and coordinate telecom activities across multidisciplinary project teams
• Provide technical leadership on systems such as fibre optic networks, GSM-R / FRMCS, radio systems, CCTV, PA systems, and data networks
• Oversee system design reviews, technical documentation, and telecom deliverables
• Support procurement, installation, testing, and commissioning of telecom infrastructure
• Act as the primary technical authority for all telecommunications-related matters
• Engage with stakeholders, contractors, and regulatory bodies to ensure alignment and compliance

Key Requirements

• Minimum 25 years of experience in rail infrastructure projects
• At least 15 years of experience in telecommunications systems within rail-based transit
• Minimum 5 years of experience leading telecommunications systems on high-speed rail projects
• Proven experience delivering telecom systems for complex, large-scale rail infrastructure
• Strong knowledge of telecom technologies used in rail environments (e.g., fibre optics, GSM-R, FRMCS, SCADA interfaces)
• Demonstrated experience in leadership and management of multidisciplinary teams
• Experience working in international project environments is highly desirable

• Bachelor’s degree (or higher) in Telecommunications, Electrical Engineering, Electronics, or a related discipline
