Chief Expert – Rail Operations Control Centre (OCC)

Key Responsibilities

• Lead the planning, design, integration, and commissioning of OCC systems for high-speed rail projects.
• Provide strategic and technical leadership across all OCC-related activities, ensuring alignment with international standards and best practices.
• Oversee system architecture, interfaces, and integration with signaling, communications, SCADA, and other rail subsystems.
• Act as the subject matter expert for OCC operations, ensuring efficient, safe, and reliable train control and network management.
• Manage stakeholders, including clients, contractors, consultants, and regulatory authorities.
• Review and approve technical documentation, system specifications, and operational procedures.
• Lead testing & commissioning, trial operations, and handover of OCC systems.
• Ensure compliance with safety, quality, and regulatory requirements.
• Mentor and guide engineering and operations teams.

Qualifications & Experience

• Bachelor’s degree (or higher) in Engineering, Rail Systems, Transportation, or a related field.
• Minimum 25 years of overall experience in rail and infrastructure projects.
• At least 15 years of experience specifically in Operations Control Centre (OCC) systems for rail-based transit.
• Minimum 5 years in a leadership role as the person in charge of OCC systems for high-speed rail projects (≥250 km/h).
• Proven experience in high-speed rail operations and system integration.
• Strong understanding of rail systems including signaling, telecommunications, power supply, and control systems.
• Experience working on large-scale, complex, and multidisciplinary infrastructure projects.
